DOT Manager

Position Summary:

The Fleet/DOT Manager must be able to multitask efficiently in a fast-paced environment while effectively managing fleet operations and maintenance of the organization’s motor vehicles. Will also oversee and enforce the DOT needs of all regional offices. Must remain positive, flexible, and professional and can work collaboratively and independently to achieve stated goals and ensure regulatory compliance.

Essential Job Duties and Responsibilities:

  • Develop and implement vehicle and equipment preventive maintenance programs.
  • Work with suppliers and vendors needed for maintenance and repairs of rolling stock.
  • Work with vehicle leasing/acquisition sources in selecting models and equipment and negotiate prices and terms with the approval from upper management.
  • Maintain accurate records on all company vehicles for maintenance and DOT regulations.
  • Ensure regulatory compliance with CFR 49 part 40 and part 199 regarding DOT/PHMSA drug and alcohol testing and procedures.
  • Administer the Company’s DOT Trucking Compliance Programs, including.
    • CMV Files
    • DOT Driver Qualification Files
    • DOT Drug/Alcohol Programs
    • MVIR (Vehicle Inspections)
    • Electronic Logging Device - preferably Teletrac.
  • Compare ADP time sheets to HOS
  • Prepare and submit the required in coordination and conjunction with HR and Operations personnel in a secure and confidential manner (all regional offices)
  • Driver Background Checks
  • Pre-Employment Medical Screening & DOT Physicals
  • Previous Employer Release of Information
  • CSA scores (require monthly checks)
  • Prepare and submit required Federal and State DOT Trucking Registrations, Licensing, Compliance Reports, to include:
    • UCR (Unified Commercial Registrations)
    • Biannual MCS-150
    • 2290 form for Heavy Highway State Usage tax
    • All Apportioned Registrations
  • Review pending and upcoming changes to Federal & State DOT trucking regulations to ensure the Company is prepared for the future compliance requirements.
  • Preparation and submission of various reports and documentation for all regional offices.
  • Ensure drivers are in compliance with all MEI company policies; report all non-compliance actions to Regional Office Operations Management.
  • Maintain/update vehicle registration and inspections. (all branches)
  • Update (all branches) asset list with MEI’s insurance broker with the following but not limited to.
    • Forklifts
    • Commercial vehicles
    • Trailers
    • Rig trucks
    • Personnel
  • Conduct an audit every quarter to ensure that all equipment is current in the insurance policy.
  • Coordinates with all Regional Offices to ensure proper permits are in place.
  • Provide monthly DOT safety topics as well as updated transportation BKM’s for all branches to review.
  • Acts as the primary for the Teletrac electronic log system which includes application, training and support.
  • Conduct random compliance DOT audits.
  • Conduct periodic self-auditing of all DOT driver qualification files and records to ensure compliance.
  • Complete employment verification requests for terminated drivers’ prospective employers per FMCSA at HR’s request.
  • Compile, maintain and present weekly and monthly reports, within the scope of responsibility.
  • Ability to travel as needed.

Minimum Qualifications (Experience, Skills, and Education):

  • High School Diploma or equivalent minimum, with Associate’s degree preferred
  • Previous experience in fast paced office environment
  • Must be able to interpret and apply laws and regulations as written in the Federal Register and the above-mentioned regulations
  • Minimum of 5 years of transportation, logistics, fleet management, and working with DOT compliance regulations required
  • Good to excellent level of working knowledge of Microsoft Office suite to include Word, Outlook and Power Point
  • Advanced Excel and data entry skills
  • Excellent written and oral communication and interpersonal skills with internal and external stakeholders
  • Excellent organizational and time management skills; detail oriented
  • Effectively able to maintain discretion and confidentiality of employee’s information as appropriate.
  • Ability to multi-task and process multiple activities successfully
  • Demonstrated ability to work under deadlines and timeframes effectively with a customer service demeanor.

Physical Requirements and Working Conditions:

The DOT Manager will primarily work Standard office environment including work at a computer terminal. Work involves extended periods of sitting, occasional walking and lifting up to 20 pounds. The DOT Manager will also travel to sites which requires driving vehicles and working in outdoor environments with exposure to inclement weather; may access work via rough or uneven terrain. Frequent use of the senses involving speech, sight, sound, and touch.
